Russian Amateur Radio Emergency Service

Russian Amateur Radio Emergency Services (RARES) was born
during the turbulent days of the Chernobyl tragedy. But RARES true
abilities emerged in December of 1988, at the time of Armenia's
devastating earthquake. No communications were available with the
disaster zone, with a notable exception of amateur radio. Our
emergency network was fully operational two hours after. Rescue
teams, as well as the Disaster Relief HQ in Moscow and Armenia, had
their communications provided by RARES and the amateurs of the
Soviet Union. May 1991 - another earthquake in Georgia - and again
RARES assisted the search and rescue teams. There are many similar
examples, where RARES provided invaluable life-saving links, in
situations totally lacking goverment communication support.
On August 19, 1991, the faithful day, when democratic movement
in Russia was hanging by a thread, RARES station begun transmitting
Boris Yeltsin's decrees to the peoples of Russia. And the following
day, R3A became operational from Moscow's "White House", providing
communications support for three days to the President of Russia,
the members of the Parliament and the "Radio Russia", when the
putschists took control of media and telephone facilities.
We, the RARES members, are ready, willing and able. We are
ready to react immediately, in Russia or anywhere else (like during
Iranian earthquake of 1989), where our help is needed. We are a
thousand-strong with members all over Russia. Our sole purpose is
to provide disaster relief communications. We do the job, but at
present lack outside financial support and modern equipment. High
on the list of our needs are mobile and portable equipment,
generators, means of transportation and tents. We are in dire need
of digital communications equipment. Any and all assistance would
be welcome and attention to our needs would be greatly appreciated.
